Snugtex belting includes two or three lines to hold shirts and blouses in place. Great for pants and skirts too. The non-slip rubber is put into the waist with the two or three lines of rubber facing out to hold shirts and blouses in when tucked into waists of pants or skirts. Available in a variety of colors and sizes.

No, it doesn't have much stretch. It's mainly used to prevent shirts or blouses from coming out when tucked in.
